CIA Director William Burns met with a top Russian security official on Tuesday, a spokesperson from the U.S. Embassy in Moscow confirmed. At President Biden's request, Burns was leading a delegation of senior American officials on a two-day trip to Moscow.

"They are meeting with members of the Russian government to discuss a range of issues in the bilateral relationship," the spokesperson said.  

The interaction comes amid simmering tensions with the Kremlin, although at the same time, the Biden administration is trying to foster a more stable and predictable relationship after issuing a raft of sanctions for past offenses in April.  

Mr. Biden met in June with Russian President Vladimir Putin in Geneva to discuss areas of potential cooperation, including arms control and cybersecurity, among other topics.   

But U.S.-Russia relations have continued to be turbulent; Kremlin-linked hackers are still launching ransomware attacks on U.S. companies, and Moscow persists in its efforts to meddle in U.S. elections.  

And earlier this week, satellite imagery showed Russian armored units, soldiers and artillery nearing Ukraine's border, renewing concerns about a potential military incursion. 

Moscow's diplomatic engagements with the West have been souring on several fronts. Last month, NATO announced it was expelling eight Russian diplomats it alleged were undeclared Russian intelligence officers and reduced Russia's delegation to the alliance, prompting Moscow to shut down NATO's outpost there.  

The Kremlin has also banned the American embassy from employing local Russian staff, virtually eliminating its ability to issue visas or provide other consular services, U.S. officials said last week.

On Tuesday, Russia's Security Council posted a photograph of Burns meeting with its Secretary, Nikolai Patrushev, a former director of Russia's domestic intelligence service and close associate of President Vladimir Putin.  

"The parties discussed Russian-American relations," its one-sentence caption said.  

The CIA declined to comment on Burns' travel, and a spokesperson for the National Security Council declined to elaborate on the agenda for the American delegation in Moscow or why Burns was tapped to lead it.  

Since he became CIA director, Burns has spoken publicly about health incidents known as "Havana Syndrome" that have befallen more than 200 American officials — including 100 intelligence officers. He has said Russia "could be" behind the incidents, which can cause dizziness, nausea and debilitating headaches, but he and other senior intelligence officials have stressed that agencies have not determined their cause.  

It was not clear whether Burns would address the health incidents while he's in Moscow — they were raised briefly by the president during his June summit with Putin, a senior administration official said.  

A former deputy secretary of state who, over a three-decade career in diplomacy, served as U.S. ambassador to Russia and Jordan, Burns has engaged numerous times in recent months with counterparts in fraught diplomatic and security situations.  

In August, he met with leading Taliban officials in Kabul as the U.S. scrambled to complete its chaotic withdrawal from Afghanistan. Before that, Burns met with then-president Ashraf Ghani at CIA headquarters, where the two discussed the embattled leader's handling of a potential political transition. 

At a recent appearance at Stanford University, Burns discussed making the transition from career diplomat to director of the country's leading spy agency, which, he said, had required him to present an "oftentimes…grim intelligence landscape."   

"I'd like to think – at least I hope – that my experience as an ambassador, as a policymaker, will make me a better director of CIA," Burns said, "In other words, better able to connect the work that we do at CIA to what matters most to policymakers."  

"I think part of the obligation for CIA, for an intelligence agency, is to be very mindful of the ways in which policymakers are going to have to wrestle with choices," he said.

(Bloomberg) -- In a historic milestone, Bostonians on Tuesday elected a mayor who is a woman and a person of color: Michelle Wu, a 36-year-old city councilor who backs rent control, free public transport and a city-level “Green New Deal.”

Wu’s City Council colleague and fellow Democrat, Annissa Essaibi George, conceded on Tuesday night. With 31% of precincts reporting, Wu led by about 13 percentage points, according to the Associated Press. That preliminary margin was less than the 30-point lead Wu held in recent polls.

Slated to take office on Nov. 16, Wu is the first woman to win the Boston mayoralty since it was created in 1822. She takes over from acting mayor Kim Janey, who assumed the role in March after then-mayor Marty Walsh became U.S. Secretary of Labor. Janey became the first woman of color in the post, but Wu is the first to be elected to it. 

The Harvard-educated Wu, who is Taiwanese-American and grew up in Chicago, is a close ally of Senator Elizabeth Warren. Her policy proposals represent a local-level shift toward big-picture progressive ideas now on the rise in the national Democratic Party, said Boston College associate professor of political science David Hopkins.

Wu emphasizes the audacity of her policies. She told reporters on the eve of Election Day, “We are standing on the brink of history, where Boston has the chance to choose between nibbling around the edges of the status quo or taking the big, bold actions that we have needed for a long time.”

When asked about her plans for her first steps as mayor, however, she struck a pragmatic chord, saying she would begin by building a team. ”The new administration will be starting in the midst of the shift to winter,” she added, “preparing for cold weather, thinking about the situation at Mass. and Cass” – a homeless encampment – “and how to take immediate action and ensure that people are not in the streets as winter comes.”

It will also focus on the pandemic response in schools and on closing vaccination gaps, she said.

Also on Wu’s list of first tasks: a national search for a police commissioner and assembling a team to examine how to reform the permitting process for building.

Wu’s rival, Essaibi George, accused her of putting forward “pie in the sky” proposals beyond the mayor’s power to realize — including rent control, which would have to be approved at the state level and is sure to face strong resistance.

Wu maintains that she will find ways to realize her proposals, including her call for free public transit, beginning with bus service.

“I’m going to be pushing right away from Day 1 to expand the free bus pilot that we already have in the city of Boston,” she said in a debate last month. 

In recent polls asking which issues Boston voters care about, affordable housing repeatedly placed at the top. Wu argued in a debate that “everything should be on the table,” including plans to build more housing and use city-owned property for more units.

Essaibi George countered that rent control would deter investment and keep rents high. “It’s an exercise that we have tried,” she said, “and it has failed here in the city of Boston and has failed in so many other places.”

Also of high importance to Boston voters, according to multiple polls, is improving the city’s under-performing public schools. Wu has emphasized she’s the mother of young schoolchildren and will prioritize education issues. 

Still, the contest largely lacked sparks until its final days, when ads in support of Essaibi George became decidedly more negative against Wu. One television spot, which Wu unsuccessfully tried to block, alleged Wu had a cozy relationship with a Boston developer. Wu has called the attacks false and disappointing, and emphasized that her own campaign remained positive.

In polls, Wu took a commanding lead early in the race and never lost it. Her popularity involves a contradiction, UMass Boston associate professor of political science Erin O’Brien told Bloomberg Radio. Polling found “the average Bostonian wants incremental change,” she said. “Obviously, Michelle Wu is offering progressive change, radical change, big structural change.”

But, O’Brien said, “voters don’t have to be ideologically consistent,” and polls have found strong popularity for each of Wu’s individual policies.

Wu won the vast majority of endorsements from prominent Bostonians, including many business leaders, despite her support for rent control and deep reform of how permits for developments are approved. 

Endorsements often involve calculations of who’s likely to win, Hopkins said. “Business people are often kind of pragmatic about thinking ‘Well, who is going to be the mayor for the next four years? Who are we going to have to be dealing with?”

At 36, Wu is so young that Hopkins predicts she may break another Boston tradition, that successful candidates tend to become “mayor for life.” For Wu, the job could become a stepping stone to more national prominence, he said. “That’s more of an option for her than it has been for many of her predecessors.”

Fort Warren is a historic fort on the 28-acre (110,000 m2Georges Island at the entrance to Boston Harbor. The fort is named for Revolutionary War hero Dr. Joseph Warren, who sent Paul Revere on his famous ride, and was later killed at the Battle of Bunker Hill. The name was transferred in 1833 from the first Fort Warren – built in 1808 – which was renamed Fort Winthrop.[2]

Fort Warren is a pentagonal bastion fort, made with stone and granite, and was constructed from 1833 to 1861, completed shortly after the beginning of the American Civil War. Fort Warren defended the harbor in Boston, Massachusetts, from 1861 through the end of World War II, and during the Civil War served as a prison for Confederate officers and government officials, including Confederate Vice President Alexander H. Stephens. The fort remained active through the Spanish–American War and World War I, and was re-activated during World War II. It was permanently decommissioned in 1947, and is now a tourist site. It was designated a National Historic Landmark in 1970 as a masterpiece of coastal engineering of the pre-Civil War period, and for its role in the Civil War.
